Now with that said, the article I linked to said, &quot;The state&#039;s $492 million figure is the designated &quot;replacement cost&quot; to build a new hospital, which is what the federal government would owe if Charity Hospital was found to be more than 50 percent damaged by Hurricane Katrina and the flooding that followed.</description>

		<description>One other dimension to consider here -- FEMA&#039;s assessment might actually reflect that LSU and the state have refused to repair Charity Hospital. Also, FEMA had actually granted DHH $352 million right after Katrina -- but when it was meant to reopen Charity Hospital, DHH returned all but the $8 million it spent for the Office of Mental Health. FEMA might actually be right on this one.

		<description>HIGHER RESEARCHES AND GEDAR BAP’S THOUGHTS ON KATRINA-AFFECTED AREAS 

RESEARCH ON COWS : 
The following “still to be published” findings have been taken from the research works of an expert on cow sciences. The expert conducted the entire research by himself with extremely limited fund and equipments. 
(01) 	A mother-cow remembers her calf every 1 hour 32 minutes and 27.23 seconds when she is awake and never, when asleep. 
(02) 	While walking, the mother cow looks for her calf by turning her head to a maximum of 45.001 Degree to the right and 34.95 Degree to the left.  
(03) 	In case the cow cannot find her calf within this range, she takes a turn of 65.23 degrees to the right and starts walking. 
(04) 	The mother cow starts running towards the calf 12.232 seconds after she finds it. 
(05) 	If one wants to take the mother-cow in any direction, he should carry the calf.  

RESEARCH ON FLIES : 
Scientists of the Institute of Biology, California, USA conducted research on flies by using ultra-modern digital camera and sophisticated gadgets. The findings of the research work has been published in journal : “Current Biology” on August 28, 2008 and the news was published in the Daily Samakal on Aug. 30, 2008. Scientist Michael Dickinson of the above research team disclosed the following : 
(01) 	A fly takes the decision to move away within 200 Milliseconds. 
(02) 	The fly can calculate the direction from which it may be attacked within this time. 
(03) 	A fly uses legs and wings in order to move in the direction, opposite to the attacker. 
(04) 	In case the fly intends to move back it extends its front legs forward and lowers the head. 
(05) 	If one intends to kill a fly, he should slap on its escape route. 



RESEARCH ON CHEWING GUM : 
Scientists of the Department of Behavioral and Brain Science, Swinburn University, Australia conducted research on Chewing Gum. The findings of this research was presented in the 10th International Seminar of Risho University, Tokyo, Japan on 30 August, 2008. The news was published in the Daily Samakal, on September 01, 2008. Prof. Andrew Scolly of the research team  disclosed the following : 
(01) Worries are lessened during the chewing of the chewing gum. 
(02) Chewing gum increases the working efficiency of men.
(03) Those who chew chewing gum have worries less than 10% to 17%. 
(04) Chewing gum lessens psychological pressure by 12% to 16%. 
(05) A man remains more careful during the time of chewing. 

CONCLUSION : 
While the researches on FLIES and CHEWING GUM were done by world famous doctors cum scientists of USA and Australia, that on COW was done by our Gedar Baap from Hangalsree, Rajshahi. As for instrument he used his beating stick and of course, his brain. Gedar Baap believes that he has got a superior brain because in 1971 his countrymen defeated Pakistan (where Pakistan was enforced by the elected governments of USA and China, and dictator Kings of the Gulf countries). 
When the above research findings were placed before him, Gedar Baap suggested the following corrections :
FLY : 	(01) A fly takes the decision to move away within 200 Milliseconds. 
(Correction : Gedar Baap challengingly said, it would be 215 Milliseconds).  
CHEWING GUM :  	(04) Chewing gum lessens psychological pressure by 12% to 16%. 
(Correction : Gedar Baap says, it would be 11.5% to 19.9%).  

When asked about the standard of research works done on FLIES and CHEWING GUM, Gedar Baap opined “Extremely Poor. And it is natural”. 
When asked “Why ?” Gedar Baap said, “What do you expect from the country that constantly keeps the brains engaged in finding out ways and means of harming other countries ?”    
When asked about “Gustav” Gedar Baap nodded and said, “When irritated I apply Usta on my geda (son). Now USA is getting “Gusta” from the nature”. 
“Well, Gustav is an extremely powerful natural hazard. Can human being do anything against it ?” was my question. 
Gedar Baap said “Why not ? Just think, you have a large bowl adjacent to your country that is partly open to the ocean and that gets heat from the under-water cracks and volcanoes. Your problem is the vacuum on the bowl that invites wind, where the wind pushes the water. Isn’t it. “
“Yes,  of course when over simplified”. 
“That indicates your problem is the heat. Did you endeavor to do anything for it ? Or, (Gedar Baap whispered) your secret wish is to keep your black brethren in danger ?” 
“But what can they do ?”
“In place of studying the behavior of flies, they can ask their scientists to take up research projects in order to develop the type of algae, micro-organism, coral etc. which can survive in that water. In the vast ocean it is even possible that there are many species who can survive and propagate in that water. So the job will be to collect and place those in the bowl. Did they ever try that ?”
“Definitely no. Probably flies and chewing gum kept their brains absorbed”. 
Gedar Baap smiled and said, “Are you happy ?” 
I had to say “Yes”, because what “More” or “Less” could I expect from a man, who conducts difficult scientific experiments with a beating rod ?
